Advice on how to reach people who actually are under pressure to relocate?

I don't doubt there are people who want to get to safety, and I want to help, but we can't hire if there's no applicants.

Is there some hiring hub account that connects candidates and positions?

We could offer to hire one person (instead of two or three) at closer to Silicon Valley salary, but then upper management would want a more thorough vetting process which doesn't get us the help we need short term, and doesn't get as many people out of the USA, and doesn't get people out as fast.

Challenge accepted.

We're a Vancouver, BC, Canada tech company. We are in crunch mode for a small production batch right now. We could use help until mid April, with a possibility of being hired permanently afterwards. Candidates would need to hit the ground rolling! As @hacks4pancakes suggests, we can offer to hire 2-3 instead of just 1 if we offer "a low rate."

There are two skillsets that could be useful, EE and software, but if we don't lighten the EE load we can't onboard software, so (for now?) just EE:

➡️ Title: Electrical Engineer
👉 MUST have an EE degree and related experience (P.Eng is not required)
👉 SHOULD have experience with product bringup, procurement/BOM, prototype to production phase
👉 Ideally experience with automation, robotics, home appliances/electronics, or similar
👉 Ideally experience with fabrication processes
👉 Extra valuable: experience as product lead
👉 MUST have good interpersonal skills. That is not coded language: neurodivergance is no problem, and our team is diverse. But the team is small, and additions will have to get along.
👉 Previous experience on a high functioning team is not strictly required, but is a major consideration.

➡️ You do NOT need to explain why you want to leave the USA. It's none of our business.

➡️ Why us?
We're a startup with sales, in a beautiful seaside city facing the mountains. Longer term, we may have opportunities for remote work. The work permit paperwork might be as quick as 10-14 days. There's no passport required if you have an enhanced driver's license (us-passport-service-guide.com/). And we're hiring.

➡️ Why not?
Vancouver isn't Silicon Valley, and while "a low rate" here is over the national median, it's not luxurious. (As noted above, we're offering under local market rate so we can afford to make more than one offer.) The starting date is "ASAP" and the initial contract would finish in mid April. Being in production ramp-up, there is a need to be physically present.
