Question for my #ontario tooters(?)

I keep seeing users on the #birdsite saying the Kathleen Wynne opened the Greenbelt for development. I can’t find anything online and I don’t remember this, but I like to be accurate when arguing a point.

Does anyone here have an article or report that confirms or contradicts this? I’d like to have my information correct
