It seems there are base theme kits but I don't see much for "I want something that looks like a blog, but a little fun". Is that the reality? I'll need to do a bit of my own custom design work, then?

FYI: RAM is cheap these days. Most of the servers I work with are cloud or fully managed by SAAS providers, but we have 2 old servers doing a variety of automated tasks. They had 16GB of RAM in them and the workloads started causing them to max out the RAM and swap/OOM. After troubleshooting for a while we realized that we could buy 16GB of RAM for $42. Install took 30 minutes. Pretty fast and cheap solution to the problem!

This past week I was informed that a sandbox I maintain on drupal.org has won the "only-corrupt-repository-on-Drupal.org-prize". It is a great honor to win this prize! About a decade ago I was testing out a security issue with case insensitive filesystems to see if d.o was an attack vector and poof...made a bad repo for the migration in 2023 :)
