Turns out the issue was a faulty port on the Aerial Fibre Node (AFN), and when swapped to another port on it service was back to normal.
Considering light levels were good, I can't quite work out how the splitter was causing a slow upload speed and packet loss but not impacting the download speed or light level 🤷♂️
Kudos again to @aaisp for doing battle with CityFibre to get this sorted, thank you! 🙂 ❤️

It was replaced yesterday but the replacement has made it even worse, and it feels like @aaisp are having a battle with CityFibre to get it sorted.
It sounds like there are known issues with the Nokia's and they're often having to replace them.
Very glad I'm with A&A as this would be even more of a pain without having a clueful ISP to battle for me, so thank you A&A!
