TL;DR is
1. SimplePIR-like scheme with no database-dependent hint (and only slightly slower than SimplePIR for large-enough databases)
2. A technique to preprocess NTTs for some FHE algos
Practically, we can remove all online NTTs in a pretty natural RLWE-based secure computation, so our online protocol is mostly things like coordinatewise sums and products of vectors. Concretely pretty efficient, which we verify with an implementation.
