TLDR is if you have a php app running php-fpm that needs to do an external network connection (in this case it was ldap connections) you have enabled outbound network connections: setsebool -P httpd_can_network_connect on.

It's a pretty frustrating issue to run into if don't usually run in selinux environments because other tools like ldapsearch will work just fine.
