If this had been in place in 2020-21, they would have rejected every cent they could, and redirected every cent they couldn't for partisan benefit.

I've always been quick to understand, speak move, and had a low tolerance for those who didn't. I have, over a long time, learned patience for those who aren't quick, and, finally, at 64, I might be learning patience with those who are the rocks we throw ourselves against.
