It's about to be decommissioned. It was rebooted twice in its 9 year lifespan, and was down for less than 4 hours.

One Monday, the mostly-average-sized men discovered the only urinal in the more frequently used mens room (for a company of >100) had been raised about two feet over the weekend. If you weren't at least about 5'8", you'd fight gravity with your pee.

When you're bringing a site back online, the last thing you need is a relentless backlog of clients hitting reload over and over again on a freshly booted site with relatively empty caches. And the longer you're down, the larger the number of autoreloading clients there are hitting you all at once.

It's better to let the users get frustrated and leave. Really.
