Caltrans made the right decision to not destroy #housing and pollute existing communities by fruitlessly expanding a highway in LA. TX and NJ haven't gotten the message yet, and even in CA there are still planned expansions.

Local and state governments will decide if federal spending is used to destroy or to build up communities, and grassroots movements can be pivotal here.
