Should modals (using HTML <dialog> element) trap focus entirely within themselves? Meaning, users CANNOT access browser controls (e.g., address bar, back button, close button, etc.).

I don't believe this interaction falls under WCAG guidance since application controls fall outside web experiences, but maybe I'm wrong here...

Just because you know how to build a CRUD app doesn't mean you know how to handle PII or when to push back on a product owner who asks you to cut corners for the sake of profit.
