When I rig some non-shearable items (like shoe laces) being deformed along the surface I prefer using chains of bones placed along such structures instead of just copying weights - in sake of better volume and shape preservation.
To quickly add the Armature Constraint to all the bones in the chain I use a simple Python script that finds the nearest vertex for each of the bone and converts the vertex weights to the Armature Constraint weights.
