1) increase the tax burden on those with multiple properties. An even > tax on foreign owners. Those with single properties that flip within a certain timeframe, capital gains.

Or

2) cap housing price increase to inflation. That is a drastic way to increase affordability.

There is a supply problem with multi-tenant and small houses. Local planning.

Both will work. 1) seems easier.
